Diablo 2, according to the team, was created with the intention of being centralized D2R Ladder Items. The drawback is that only a single instance of this particular service can run at any time thus they can't transfer some of the burden to local servers.

"Importantly the service is a one-time operation, which means we can only run one instance of it in order to ensure every player is getting the most recent and correct games always," the devs wrote. "We did optimize this service in numerous ways in order to make it more modern technology, but as already mentioned, a lot of the issues we have come from game development."

There's currently a selection of temporary solutions and roadmaps to rewrite Diablo 2's structure so that it's better able to meet today's demands. The existing service that only offers the games available to players, for example is now being restructured into a service of its own.

The devs are also planning to introduce the login queue, similar to World of Warcraft, to ensure that the servers do not are overwhelmed when hundreds of thousands of games are launched simultaneously:

To deal with this issue there are people working in a queue to log into the game, similar to what you experienced when playing World of Warcraft. This keeps the number of players at the level that we are currently at which allows us to track the areas of the system that are straining and rectify it before it causes the game to go down completely.
